CapCom stands for capacity and compliance in the International Development sector. CapCom works in English, French, and Spanish languages in developing-country contexts to perform organizational assessment, design and delivering capacity building, and perform on-site technical assistance in all areas of program operational management. CapCom advises donors on partner and activity risk, and assists partners in improving compliance, efficiency, and value-for-money, with expertise in USAID, Global Fund, U.N., and Development Bank regulations.
Risk Advisory
Capcom travels to program sites to benchmark current and potential grantee governance and organizational structure, systems compliance, financial performance, program feasibility, operational bottlenecks and internal control -- whilst reporting on any indicators of fraud or corruption.
Assessing compliance, operational efficiency, organisational risk, fraud mitigation
Before a local implementor receives an award, it is imperative that they be able to manage the funds entrusted to them. CapCom guides the donor's award decision by evaluating the risk and organizational health of implementing partners. Weaknesses are quantified and capacity gaps identified, providing insight into a partner or program’s level of compliance with donor regulations. Donors rely on Capcom's advisory for recommending and designing grantee institutional support mechanisms, tools, or fiduciary oversight requirements to be included in grant agreements or other contracts.
Capcom provides certified expertise in internal control, fraud investigation and risk mitigation, integrating COSO ERM lines of defense principles into field programs oversight. Fiduciary oversight typically involves revising policies & procedures, reporting systems, segregation of duties, and improving internal control checkpoints in program activities.
Building PARTNER Capacity
Capacity Building is an integral part of mitigating program risk. Hands-on technical assistance helps equip grantee partners with a toolbox of standardized procedures, templates, governance policies, accounting software, and other reporting tools and organizational management improvements to manage awards transparently and effectively. CapCom couples this on-site capacity building with webinar-type training modules, focused on both donor compliance norms and projects management best practice.
